Default Click noise in dash 96 Accord

I've got a 96 Accord with 93,000 miles that makes a click noise in the dash when accelerating / decelerating. I get one click noise when stepping on the gas and another click when I let the gas pedal up. It sounds to me like it could be a vacuum operated valve, possibly for one of the venting "doors" in the dash. The noise happens in every position of the dash air selection buttons (defrost, floor, etc). It doesn't matter if the fan is on or off or where the temp heat selecting dial is positioned. I have checked for possible vacuum leaks in the vacuum tubing around the engine but can't find any problem. The engine is a 4 cyl with 5 spd.

Any dash lights or check engine lights on? Does it do it any other time besides accel/decel? If not, is it possible it's just the glove box shifting back and forth a bit and clicking on the latch?
