Default Cooling fans not working

I have a 92 accord ex. Both coolings only come on when a/c button is pressed. With a/c off temp guage at normal fan never comes on. I did try jumping the sensor at the top hose thermostat housing. The fan still didn't come on. Also my lower radiator hose always seem cold. Car never over heats. HELP

first things first, have you checked your coolant level? Does the upper radiator hose heat up?

if the car never overheats but lower hose is always cold then start the car, let it get up to temp, the upper hose should build pressure and become much harder, once the car reachs operating temp the upper hose should get a bit "soft" again since the thermostat opens up... If the thermostat is opening up normally then we'll move on to testing the sensors.... Since both fans come on with the A/C at lest you know the motors are fine

if the lower hose never gets hot the thermostat is stuck open. replace it. the fans will never come on if the lower radiator hose never heats up.

make sure you jump the connector, not the sensor.

I jumped the sensor where the top hose connect to the engine nothing happened. I have since read that the sensor is located at the lower hose connection at the engine. Looking with a flashlight I can't find it. HELP PLEASE!!

Ok just found the sensor at the lower radiator hose connection. Jumped the connection with ignition ON both fans came on. Also jumped the sensor connection at the upper radiator hose connection with ignition OFF one fan came on. The thermostat is original I ordered on today and will install when it arrives. I'll let you know if this solves the problem.
