Does anyone have this problem?
I have a 1996 honda accord dx, that I just swapped engines due to my other frying itself. Any who, now the engine that I have only revs up too 3000 rpm, than acts like a rev limiter. Does anyone have a clue what this is, any help welcomed, and here are sum vids too help out.

The code you are getting is a code 4, a problem with the crankshaft position sensor. That sensor is behind the timing belt cover on a 96/97 accord. Make sure the wiring coming out from there is plugged into the main wire harness.
Now if the used engine was from a 94 or 95 accord, it will not have that sensor.
Now if the used engine was from a 94 or 95 accord, it will not have that sensor.
You don't have to remove the cover just yet. You should find the electrical connector that comes from behind the cover. See if it is plugged in.
If you have a volt meter, test the resistance across the pins to the sensor.
