Default EGR Valve

I have a 98 Accord EX 4 door, 4cylinder, 5 speed with 280,000 original miles. ( 2nd owner, have known car since new). I'm chasing the dreaded idle surge and found that my EGR valve has an open between pins 1 & 3 which the Haynes manual says is bad. The bellows would not move after I removed it. I dumped mouse milk on it and it moves slightly now. Does anyone know the deflection length of a bellows for this car? Car runs great except for the surge which I'm troubleshooting. Have changed IAC, verified coolant, and replaced PCV valve which was stuck. Thanks

I don't know how much lift it's supposed to have, but my wife's 2000 Accord LX 4 cylinder AT car had the valve go bad (at 223K miles), and it surged about 400 rpm when it did so. It got kind of annoying. I ended up removing the upper plenum, thinking it had clogged ports. In then end I just replaced the valve with 1 from the zone, and it's been good now for 4 years.
