I have a 1999 accord LX and i want to put an EX bumper on it so i can install a mesh grill, since the LX bumper has the grill attached. Is it possible to put an EX bumper on my LX?

 

It is doable. Go to a site like car-part.com and search for used bumpers for your car. The site asks if your car is a sedan, 4cylcoupe, or V6 coupe. I'm assuming there are slight differences between the sedan/coupes most likely the headlight shape.

Just make sure the donor vehicle is a match based on car-part's list of donor vehicles based on the specifics of your car.
