Default flickering headlights

any help would be awesome. My headlights flicker all the time. It does not matter what is going on.
I want to replace the headlight with projector types so I can get HIDs. But I need to fix this flickering problem first.
Any ideas?

its a 03 accord coupe v6 .. I replaced the ground going to the battery. I am going to replace the ground off the tranny and then the ground off the engine mount.
I had the alternator tested and it tested good

Are both headlights having the same problem? Do you have a volt meter or test light?

I just got a volt meter. I will test that as soon as i can.
I did notice it is all the lights on the exterior of car that flicker. I replaced my license plate lights with LED's and they now flicker

Was any work done on the car right before they started flickering?

no there was not. I let the car run for 30 minutes with the volt meter hooked up to the battery the whole time. When I first started it the lights flickered and the volts were 15.1-15.3. The volt eventually went down to 14.7 and the flickering stopped. The fan kicked on a few times and the volts dropped to 13.5 and the lights flickered, as soon as the volts went back up to 14.7 the lights were fine.

If the issue happened right after you put LED license bulbs in, try swapping out for the originals and see if the problem goes away.

this issue has been going on for a while. way before I installed LED plate lights. I am going to try the ELD bypass. I am going to get a 820 ohm resistor and bypass the ELD and see what happens. Otherwise I think I have a bad alternator
