Default HeadLights

Hi guys,
Can anyone please help me with my Honda Accord 2006 2.0 petrol Europe model.

Is it normal for low and nigh beam lights to be able to switch them on even with keys out from car, engine switched off.

Yes, you can turn the lights on without the keys in. In the US models though (from the 2 Accords my family has), you have to hold the lever for the high beams to stay on if the keys are not in.

A few countries have their own special laws about how headlights are switched. I've only heard stories about a couple of these cases, so don't really know firsthand.
