Well there is no Mass Airflow Sensor on Hondas. MAP Sensor = Manifold Absolute Pressure. Reads Vacuum
Check to be sure the coolant is full and the block burped of air.
I'm pretty sure that 98 and up V-6 use the Idle air Control Valve thru the PCM to change the idle speed for coldstart.
So a quick check is to unplug the IACV at idle to see if the RPM surge stops.
The IACV has a screen on it that can get plugged up, blast it with Carb Cleaner, I've also seen the valve itself stick, so compressed air and carb cleaner will help.
Other causes are vacuum leaks and if some one messed around with the idle air screw.
