35w is the way to go, less strain on the components. The higher the wattage the brighter they are, 55w are IMO probably too bright for street use unless in fog lights or high beams.

4300K is the whitest of HID, and also the bright because it has both the yellow and blue sides of the spectrum in it. falkore may add something more to this... FALKORE APPROVED COMMENT
35W is all you need. 35W HIDs will be 2x as bright as your 55W halogens, 55W HIDs are overkill, unless you have them in foglights that YOU ONLY USE IN THE FOG OR HAVE THEM AIMED LOW. If you like to drive with fogs on all the time like most people, just get 35W.
HIDs are not so much illegal, but theyre not DOT approved.
Relay harnesses are a good idea and the DDM one is only an additional $15?, or you can make one like I did. It was a bit more expensive, but I used thicker wire and soldered all of my connections.
