Default i need help

I have a 95 Honda accord and my dash completely stopped working except for the battery light. Also, my windshield wipers will not stop running, and my windows can roll down with the power off. I have tried changing some fuses and it still does not work. I have no idea what could be causing this unless it is a short.

Are the gauges also not working or is it just the lights? Power for the gauges comes through the No. 1 (10A) fuse in the under-hood fuse box. If you have a voltmeter, check that there is power on both side of the No. 1 fuse. If the No. 1 fuse is okay and there is power on both sides of that fuse, then check the ground location G404 (located behind the console). -- You can download an online service manual from the "Common DIY and other info. thread" sticky located at the top of this forum section to see the ground location.

Regarding the wipers continuously running; is it running at a constant speed (the same as when the low or high speed setting is on) or is it like when it is set to intermittent? If it is like when it is at intermittent, it may be a short somewhere and related to the Integrated Control Unit. The power windows and wipers having power after the key out of ignition can be related to the Integrated Control Unit.
