My second getting fuel and spark but wont start thread.
Well I ended up picking up a f22b1 at a local junkyard to replace my blown h22a.
It came with a wiring harness so I just dropped it in. I had to put a distributor on it but I had a f22b1 laying around.
It cranks fine but doesnt even try to start.
Pulled a plug and it has a strong spark.
I pulled the plugs after cranking it for a while and they are covered in gasoline.
Tried cranking it with the throttle down to allow more air in.
Tried sparying starter fluid in.
It is throwing a code 22 for vtec pressure switch, but I figure that just needs to be cleaned.

I once has a case of spark that could be observed externally (plug grounded to block), but no spark occurred when installed in cylinder head.
Suggest checking for spark w/ a timing light attached to spark plugs leads; no flash on timing light means no fire of plug.
Any chance timing could be off or distributor rotor installed backwards?
good luck

Update: changed injectors to ones I know work, same situation.
I really need to get a timing light but I dont have one at this time.
I don't believe the distributor can be installed the opposite way, and its in the same direction as my 95 accord's is.
I replaced the timing belt but I believe it to be correct as I've done quite a few timing belt replacements.

Gas covered plugs would mean that you are not getting enough spark, or you are not getting spark at the right time.
Put the engine at TDC according to the camshaft marks and see if the distributor rotor is pointing to the #1 cylinder wire.
BTW, I installed the distributor the wrong way on my car.

Putting the distributor in 180 deg off is suprisingly easy to do. I've managed this screwup twice.
Spark is the issue, so confirming weak/no spark is necessary, or you need to start replacing parts; rotor, coil, ignitor.
good luck

Well I figured it out guys. I put the engine at tdc and popped the distributor cap off to see where the rotor was. What do you know it was pointing at cylinder #4. So I flip flopped the firing order and it started right up.
Why this engines wire order goes

When my F22b2 95 Accord and all the H22s and F20bs I have had are
34
12
I don't know.
The car seems to run good, it has a little smoke coming out but its not blue, I think its just normal for a car without a cat.
I can't seem to get the fuel mixture right though, with the stock injectors its a tad too lean and with h22 injectors its a tad too rich.

Its possible, but I had had the distributor off 3 or 4 times, what is the chances I put it on backwards that many times.
tomorrow I will see if it goes in the other way, but it seems to run fine this way
