Need help adjusting headlights

How do you adjust the highbeam light on a 98 Accord?

High and Low beams are not independently adjustable, the entire headlight body moves as one.
There is a 'star' shaped wheel, that can have a #2 phillips screwdriver put into a hole beside it.

i didnt see a hole beside it but there is screw in the back of it do i adjust that??
