P0141 = secondary O2 sensor heater circuit
Unplug the rear O2 sensor & measure resistance between the 2 same-color (black?) wires on the sensor-side of the plug. Should be 10 - 40 ohms. Bad sensor-heater will normally read open-circuit. If the sensor is OK, then post back for other troubleshooting in the car's wiring.

P1491 = EGR valve insufficient lift
Never had to deal with that one, so I'm not sure whether it has to be a bad valve or whether there's other things to check before throwing a new valve at it.

well a new o2 sensor for it is 85 dollars and it needs a new sensor(broke in half)

the valve is 132 dollars and im trying to take it off to see if the ports are clogged first and then see if the vacuum is connected correctly

I've cleaned EGR ports on my 94EX twice (240K miles), so it's likely your ports are blocked.

Easy to check EGR valve by applying direct vacuum while engine is idling. If it stalls and stumbles, the EGR is opening w/ vacuum and EGR is not the problem.
