No start

I am trying to help a friend , he has a 2008 Honda Accord, he has had a valve out of phase code for a while when it was still running I checked the sensors they seemed to read okay, I then checked the valve timing, not having a book on the car brought it up on top dead center # 1 & I think on the correct marks the valve timing is off by about 1&1/2 teeth, so it was also low on oil serviced the oil up , been busy with other , stuff so we hadn’t had a chance to change the chain etc.!
So about a month or so later they broke a drive axle, replaced both & when he started it up it was real low on oil like two quarts, so I suggested he go to a higher viscosity oil & after having the oil changed he drove to a couple places, then shut it down , now it won’t start!
Has fuel pressure 45 psi, it seems like it almost wants to start, I squirted a little fuel into the intake & it tries so it has spark?

Definitely check the timing chain as it likely stretched due to lack of oil.

Also, only use recommended viscosity of oil. If oil loss is excessive, then you need to find and fix the oil leak

On the 08s the valve stem seals were terrible. It's a known issue
