Default Parking Brake

I just had the rear brake shoes (drum brakes in rear) replaced on my 2003 Accord. They had been grabbing terribly. Following the rear brake job, braking is much improved - no more grabbing. However, the parking brake, which used to be quite effective, now seems to have a much reduced effect. In other words, you have to pull it very hard to keep the car from rolling. (There is still a lot of resistance when pulling the parking brake - It doesn't feel like the cable is just loose.)

Is this more likely a parking brake adjustment issue, or a drum brake adjustment issue?

I'd lean towards the shoe adjustment.....cables do need to be adjusted but the number of times the cable needs adjust vs the shoes (1 to 50 imo)....
