Default Power steering issues

Since I bought my car a belt has squealed. It usually doesn't do it except when starting it up, running when cold, and driving at speeds below 5 mph. I didn't think much of it. I checked the belt tension and just as a precaution I tightened it. Now every so often I have a chugging feeling in the wheel where there is a loss of power with small bursts of power. I haven't noticed any noise during these episodes. This has happened on two or three seperate occasions. One while I was sitting in the driveway in the morning and the other while slowing down to turn into a parking lot. It still has the sqealing noise.

Is my Power steering pump shot? Can non Honda Genuine Power steering fluid cause this? I have always put the right stuff in but I can't be sure about the other owners.

the belt may be too far gone and needs replacement, especially if it's aftermarket. honda belts usually last 100k or more.
