Default Power steering problems

i have a 1987 honda accord lx automatic carborator 4 door sedan. i have been having problems with my power steering it feels like i dont have any at all some times. my power steering fluid is clean and its a new pump a pressure line hose.when i turn the wheel it hits a hard spot so i kinda have to really turn it hard then its fine. what is the problem and how do i fix it. i really need to get it fixed a.s.a.p its been like this for about 2 weeks if not longer. last night i just replaced the pump again and put fresh powersteering fluid in it and im still having the same problems. i talked to a shop guy at my local honda dealer ship and he said to have my rack and pinion checked out and/or replaced but i have not a single idea where its at and what it is used for or anything! can someone please help me i really wanna get this fixed asap. thank you very much.

Well, looks like time to inspect the rack, which is where you were going to begin with. Just wanted to rule out a few things before going that far.
