Default Programming a Transponder Key?

I have a 1998 Honda Accord EX.

1.) I'm fairly certain it has a transponder key system. Can anyone confirm that Honda used chipped keys on this model?

2.) Is it possible to get a replacement key cut, and then program it to the car myself?
The video below shows how to do it with a $2,000 programming device. I'm trying to spend as little money as possible (considering the age and condition of the car).
Has anyone, maybe, found some open source software that could do the same thing using a cheap OBD2 scan tool? Or any other methods?

Your car has a transponder system. There might be some bluetooth obd2 scanners that can program keys. Maybe the Autel? You'll have to do your research for the specific item on programming before purchasing one.

Saw your other post about a potential security/alarm issue. I think you need to sort out if you car has an alarm issue first, then you can figure out if the transponder is having a problem. The alarm might be diabling the transponder/immobilizer system. Just depends on how it is wired.

I started looking at the Autels and a few others but I haven't found any reasonably priced solutions yet.

I agree that I need to figure out the security system issue first. One of my suspicions was that the key wasn't programmed to the car properly. It's not an original or OEM key. So I was going to see if I could reprogram that existing key to see if it would solve the alarm issue.

Well, darn. I literally just ordered a different OBD2 reader this morning and Amazon shipped it right at the same time you posted this reply.

The description(s) don't clearly state that the Autel MaxiAP AP200 can program keys, but the video below shows a guy using it to program keys on a 2003 Accord. So it must work.

This is the reader I ordered. It reads ABS codes, which is what I needed. [EDIT: It does NOT read ABS codes. Amazon's listing said it did, but that is false. I returned it for a refund. Not recommended.]

I initially thought my key wasn't programmed properly, hence why I asked this question. But now I suspect it's something else. So I may not need to program any keys.
