I did a search on the web and did find much on it. Someone guessed it is the heater at the base of the carb. Is this a U.S. vehicle?

yeah its just ur plain ol 89 accord lx. heater at the base of the carb? ive never heard of such a thing. i know it doesnt affect it running and driving wise and as far as i can tell everything still works. ive replaced the fuse and still no change so i guess ill just keep it there in case i blow my battery fuse again.

I have no clue. Never heard of PTC. Which fuse box is it located in (engine bay or in the cabin). Can you tell us what number the fuse is based off of the lid for the box?

Auto choke heater? That's the only thing I can think of in the carburator.

Look for a wire going to the side of the carb to #4 in this picture. See if this gets power when the car is running - or NOT when you pull the fuse.
