the jdm f20b ecu does not have the immobilizer .....so thats not the problem....the place where i got the engine from told me that i have to jump some wires off the ecu to work..but they couldnt tell me.....but they could be wrong...n i might be wrong

Are you positive the f20b ecu doesn't have an immobilzer? Cause its sounding like it does.
When you plug in the f20b ecu, does it throw an CELs? It seems like if it was wired wrong it would. I believe the OBD2 JDM H22 ECUs had immobilizers, so I think the f20b would be the same story.
The easiest fix would be to get a chipped obd1 ecu, but you would run into inspection issues, but your stock ECU might run it well enough to pass that.

the f20b DOES have a immobilizer. So you need a get a chipped p72 ecu (if you want to run the IAB's) or a p28 (if you don't want to run the IAB's) and you will want to run you IAB's.
-obd2 to obd1 conversion harness
-p72 ecu chipped with a h22 or f20b base map
-A tuner in your area to tune your ecu ASAP. Don't drive around much at all on that base map
-Dyno or street tune

well when i put the f20b ecu in....n turn the key all the lights come on on the dash like normal...it just dont start the car...only the factory ecu will work....if i can use the factory ecu ...then how can i get the motor to run like it should? n if i need to get the chip p72....how would i go about doing that? im very new to this...sorry...i just want the motor to run right...

The factory ECU will never run the f20b right, and I would not drive the car with that ECU. Its just a chipped ECU will not be able to pass your states inspection if your state has an inspection. So you would want to put the factory one back in just for that if it runs it without any check engine lights.
