Question regarding vacuum line
 
I got a 98 honda accord and there is a vacuum line coming from the transmission and it goes up and theres a place where it clips on to the radiator hoes then the line is cut. Does anyone know where this vacuum line would go to

There's a breather hose (#7 in the picture). If that's the hose you're talking about, it's supposed to be open. I think the open end of the hose turns downwards or gets tucked into a bracket somehow, so it doesn't get full of water or crud.

Look at the line in that drawing, showing which hose-nipple it connects to on the transmission case. That's how to tell if it's the same hose you're looking at on your car.

So out of curiosity, where would that hose normally connect, and for what purpose?

The picture shows one end connected to a hose nipple on the transmission. The other end is open to the air. The purpose is to vent the transmission case. It should be clipped into some kind of bracket shown in the picture (#9), which simply holds in it place but leaves the end open.

Nearly everything in the car has to have some kind of vent. Tiny pinholes are incorporated in the brake fluid reservoir cap, battery caps, etc. The engine crankcase vents through the PCV valve. This is how they prevent the transmission from creating pressure or vacuum inside it's case as it heats up & cools down.

Spinning/moving parts in a closed case will cause pressure changes, so there has to be a vent to equillibrate the pressure.
