Replaced Clutch, Starter, Flywheel, etc and Car Won't Start

Replaced Clutch, Starter, Flywheel, etc and Car Won't Start
I replaced the clutch pack, pressure plate, throw-out bearing, flywheel and starter.
I have everything back together but the car doesn’t crank at all when I turn the key to the ON position.
What I did as far as troubleshooting:
Charged battery - meter read 13.2 volts across the positive & negative battery leads
Put the old starter back in – same thing.
Put the new starter back in and connected 12V to the power feed of the starter and the starter spun
Put 12V on the solenoid (small wire) and the car almost started – used a 14/16 gauge stranded wire to hotwire.
Checked the Ignition Switch relay – good (12V on both leads)
Note, dash panel lights come on.
Checked Black/Yellow wire at distributor with keyswitch ON (clutch depressed and not depressed) - zero volts
Checked the Ignition Switch fuse (Fuse 9, 7.5 amps) - good
Checked the Ignition Switch
Position 2 – 12V
Start or ON position – zero volts (shouldn’t that be 12V?)
Checked the Clutch Interlock Switch – zero volts on the Black/Green wire, position 2
Checked the Starter Cut Relay – zero volts on White/Red, BlackGreen and Black/White positions
Attached is the starting system circuit from my Haynes Repair Manual.
Any ideas?
