Default replaced engine with same jdm engine

hello i have a 96 accord with a 2.2 non vtech sohc. when i bought this car it had a blown engine so i bought a jdm replacement and put it in. i changed the oil pump, crank shaft sensor, timing belts, and distributor. after doin all this i still cant get it to run. at top dead center all my timing marks are on but my distributor is off. it just putters but wont stay running. im not sure how to fix this. or if this is even the problem. any help would be great since ive had this car for 9 month and still cant get it to run. thank you

When you have your timing marks set to TDC, what cylinder is the rotor pointing towards on the distributor cap?

Maybe what you think is 3, is really #1.

When you are looking at the cap, there is the hump from the coil lead. #1 is the first plug clockwise from the hump. When looking at the cap from the passenger tire, #1 is ~ 3 o'clock. The firing order is 1, 3, 4, 2 (going clockwise around the distributor).

See the attached pic.
