What issues does the car have? On 6th generation Accord (98-02), the PCM generally is not the source of transmission related issues. Instead the transmission can have issues.

it is over revving, and the other day the d4 started to flash. the transmission was recently replaced with a used one.

Hmmm, sounds like it may be a bad replacement transmission.

see thats the thing this is the 3rd transmission. every single one of them over rev when changing gears.

1. Get the trouble code(s) read since the D4 light is flashing. Many places like Autozone, etc. will read the code(s) for no charge. Then post the trouble code number(s).
2. Was the transmission cooler and cooler lines flushed prior to installing the replacement transmission. The transmission cooler is part of the radiator. If the cooler and lines were not flushed, contaminants may cause issues with the replacement transmission. 3. Were the solenoids re-used on the replacement transmissions?
