Is the camshaft installed? Are the springs installed?

When you turn the camshaft, the 4 valves on each cylinder should open and close as pairs (both intake valves should open and close together). The pairs should open and close one time for every (one or two) turns of the camshaft.

When you find the valve that is not moving properly, you will have to inspect the spring, cam lobe, etc... to figure out what is wrong.

Swell. Lol. Can't see the pic but I will say this. If everything still together its possible that's the way it should be. Rotate the cam and see if it moves with the cam lobe. If it stays out during the whole revolution you gotta bent valve.
