ok it worked!! as soon as i manually unlocked the door, the alarm stopped. i think me trying to use the remote key to unlock was what was throwing me off.

Problem: Alarm goes off when attempting to jump start 2006 Honda Accord.
Resolution: Connect jumper cables to both cars (the alarm goes off and is loud). Start the dead Honda (alarm is still going off and is loud). While car is running, hit the panic button (alarm continues to sound). Turn off car. When I went to start the car it would not start, so we reconnected the jumper cables and started it up, but this time the alarm wasn't going off!
