My first guess is some kind of little bracket. Maybe a clip for the coil wire - a single-wire version of that plastic thing just above the distributor body?

Your valve cover is on the left, and it looks like nothing goes in there. There's 2 brackets for plug wires (#11).
The plastic wire brackets parts list shows that yours doesn't include #10 or #12. But it doesn't show real well how the wires are supposed to be arranged. Hope this helps anyway...

Yeah, nothing goes there. At least on my 97 Accord with the 2.2L non-VTEC engine. It's possible that the cover might have had something in that hole on a different model though. Honda does use the same engines in other models of their cars.
