My cat on my 1999 5spd Accord sedan 2.3 LEV (F23A1) has kicked the bucket after 265,000 miles. The resonator pipe and muffler are in pretty bad shape too, and I've already replaced the flex pipe. I can get the cat, resonator, and muffler off of a 99 5spd Accord sedan ULEV (F23A4) for free.
Would the ULEV cat be a direct fit?
Would a CEL come on becuase of the different cat even if I used the O2 sensors for my car?
If everything else worked, would there be any performance issues because of the more restrictive ULEV cat?

What state are you in - yes I could look it up but I'm lazy this am. Some states have different laws that might prevent you from passing testing with the change.

If the laws allow, you should be able to swap it out with the free one.

 

I'm in RI. I'm inspected until 2017, hopefully I'll have a new car before it needs to pass the smog test again. I'll let you know how the swap out goes.
