1997 Honda Accord Starter wire issues

Question 1997 Honda Accord Starter wire issues

Hello, I recently bought a 1997 Honda Accord SE Sedan. The previous owner had gotten the vehicle stolen so they messed up the ignition switch and hot wired it. I have since then replaced the ignition switch and cylinder lock. But there is no crank when I try to turn the car on. I checked all the fuses and they all seem to work ok. There was also this black and white wire that was disconnected from the starter i connected it but it didn't make any difference, I traced the wire back to which I believe is the wiring harness adapter (ill add picture to try and better explain myself). Should I try to replace the adapter?
there was also this wire that was disconnected underneath the center console and i have also reconnected that.
Does anyone know how to fix this issue? Please I have been at it for 2 weeks now and cant seem to figure it out.
