Identify What this is and why it's here in 1997 Accord EX

I'm new here but have visited often and finally decided to sign up so that I can ask a question.
recently, I had to replace the Distributor on my 1997 Accord EX due to leaking oil seals. The oil eventually made my heater hose that sits just below the distributor to fail. It was hard to reach so I had to remove the air intake tube, and the distributor again in order to reach it. Anyhow, as I was removing the air intake tube, this other "tube" was attached to the bottom of the intake tube. I don't know what it is and it had some dirty oil in there. I wanted to ask you all what this was and if it is necessary.
I found a big tear on the air intake tube and also on this tube as well. I am asking because I may have the ability to buy a short aluminum air intake tube for cheap and wanted to know if I replace my intake tube, I may have to delete this mystery tube. What is this tube and what does it do?
If I replace it with something like this, will I just remove this mystery tube?
