Welcome to HAF.

I'm on the "other side" - east.

I suggest the first thing you do is get really aware of the CARB laws in CA. IMHO that is going to be the biggest issue in your plans.

Not trying to say you can't get there but the laws in CA will have you jumping thru a few more things.

10 seconds and still be streetable? Not a very realistic goal in my opinion.

Again, pretty sure to get tags you have to pay a "nice fine" or pass smog. So I'd really start making friends with the smog ref's or a smog shop. The 97 is OBD-II so that is going to add a bit more fun.

Last, with any build you have to take car if the "car first" (suspension, brakes, ect) - Then know/decide what you want in the end. Compare that to the budget. Make sure those two meet, if not either adjust the goals or the budget.

Then start the planning. Once you think you have the goals, budget and plan together - go over it again. Then start.

i have built enough cars in my short 25 years on this earth so i know how the process goes i ALWAYS do the suspension brakes and drivetrain first. Im also an engine builder and a damn good one to if i can make a civic get 600hp to the wheel and run 9 sec quarter miles im pretty sure i can do it with an accord.
