I sort of agree with that, I just hope they count DRL's as lights. I hate driving in a bad storm on the highway and not being able to clearly see a car because he doesn't have his lights on or DRLs. I pulled my DRL fuse, but I use my headlights every time it rains. And it rains hard as heck almost everyday here in the summer. I always thought this was the reason they implemented DRLs.
I have a problem with DRLs in general. It's an escalation that (as a bicyclist) I can't keep up with.
Drivers will see all cars with headlights on (in broad daylight) and will be much LESS likely to see bicyclists. I can't carry the kind of power supply to run headlights. I already feel kinda invisible, I was almost run off the road a couple times last weekend.
Another problem is many DRLs (I think including Honda) use high-beams at a lower power. After the sun goes down, there's people who apparently think the headlights are already on, so they don't turn on the headlight switch. The result is people driving with high-beams. Realize that high/low beams is all about AIMING, not brightness. DRLs at night are more blinding to other drivers than normal (low-beam) headlights.
Finally, after saying all that, I DO use my lights when it's raining. And Angelo, I'm pretty sure that Ohio rain/lights law has been on the books for several years now. The only difference seems to be that some cities have decided to actually enforce it.

It also became a law in IL a few years back.
Wipers on = Headlights on
One of the best laws. In fact, couple days ago it was pouring and there were still idiots without lights on. I would flash them and give them the finger. They are just as dangerous as a drunk driver, but if you pull out in front of them b/c you didnt see them, its your fault.
