Service Bulletin code. What is this? 96' Honda Accord

Default Service Bulletins Reports--96' Honda Accord

So, I just recently screened automd.com for service bulletins on my car, and found numerous ones. One in regards to a P740 code I resolved by replacing the transmission fluid(apparently metallic pieces caused a false code for the solenoid), one about water leak in the rear doors(I noticed this without the bulletin, thanks safety people), another one about the blower heater overheating and blowing a fuse.

It's amazing I didn't know these reports existed till about 5 minutes ago. What boggles my mind though is why the NHTSA charges for a copy of this information, do they give you service bulletin info free over the phone by chance?

I just came upon a weird service bulletin(# 10002699) and how do I tell if this has been fixed? I went to the NHTSA website to find more info and it said this in regards to the power train issue. "GRADE LOGIC CONTROL INFORMATION. *TT ". Ok, looks like it's when the tranny downshifts on it's own, my car doesn't do that, does that mean it's managed to avoid this problem or should I keep an eye out for it?

3. Also, I'm amazed at that the window regulator problem was reported but never recalled. From the sounds of it, it was defective, but wasn't hazardous so it got passed over. Is that pretty much how it works?

    AN OCCASIONAL SCREECHING NOISE WHEN THE DRIVER'S WINDOW IS LOWERED. THE NOISE IS USUALLY HEARD WHEN THE POWER WINDOW MOTOR IS COLD. IT BECOMES MORE FREQUENT AS THE CONDITION GETS WORSE. REPLACE THE DRIVER'S SIDE WINDOW REGULATOR. ON THE ACCORD COUPE , ALSO REPLACE THE TWO BOLTS THAT MOUNT THE REGULATOR TO THE WINDOW GLASS.
