I've seen it work(on vids of course) ... it's actually an idea from the 70's or 80's.....
metacafe and youtube have vids on that... don't know how efficient but the guy who made it had his car run on water for 1 year and it works fine....according to him of course...

Incomplete comparison .... you need to add the yield energy to the efficiency benefit of augmented atomization to get a complete comparison ..... since that isn't a calculated #, the benefit must be found from a real life build.
