Well it seems to be a type of re-usable space craft.
That might rectify some of the Stupidity of the past.
We had the military popping up one shot satilites so they could burn up in the atmosphere, after a year or so.
And the civilian side invented the Space Shuttle that wound up tripling the cost of the space program; where 60% of the liftoff thrust is being used to lift the weight of the shuttle, so actual payload is 30% of what it could be.
So tell me, did it save money to replace a ship with a winch to recover a splash down capsule, which was replaced by a custom built 747 to fly the space shuttle piggy back from coast to coast?
