i have a accord that rear end does not like rough roads or bumps in the road and the rear sways back and forth while driving. is it my sway arm or other things?

 

Sounds like shocks, try to push down hard on each corner and you should see it come up and stop. If it bounces up and down it needs the shock absorber replaced, and you'll need to replace both sides. Depending on your mileage and the roads you travel, you may need shocks all around.
Is there noise with the bouncing, clunks, etc?
If you have suspension work done, that'll be the time to have arm bushings inspected for play, sway bushings and links, ball joints play, bent arms and secured fasteners.
