Default Scraping Noise

I have a 97 honda accord lx coupe that had blown struts. The springs and struts were replaced and now I get a scraping noise whenever i turn. It didn't make this noise prior to the mechanic working on it. Sometimes I can vaguely hear it but it always gets much louder when turning left or right.

The sound is a metal on metal sound, like a 'shink shink shink shink' sound that increases when the speed does.

The sound is not affected when brakes are applied or released.

It is coming from both wheels, louder on the left when I turn right, and louder on the right when I turn left.

I guessed wheel bearings but have been told failing bearings wont make this sound. Any ideas?

I'd check the wheel bearings. Not real common, but they can make all kinds of sounds, so that doesn't really rule them out.
