Kinda hard to wrap a 15" wheel around a 15" brake rotor and a big honkin' caliper.

The F1 Grand Prix cars are a good example of ultra high performance cars taking advantage of the smaller wheel sizes. Per the latest specs, the "diameter of the front wheel rim must be between 328 (12.91") and 332 mm (13.07")".

Most likely the suspension differences.
