NOPE.
95 Accord uses 4 x 114mm bolt circle.
95 Civic uses 4 x 100mm bolt circle.

I have occasionally seen wheels with 8 bolt holes, 4 of them on each diameter. You'd have to be awfully lucky for the other set of 4 holes to be at 100mm diameter to fit your Civic.

Okay I told the guy that he said they have a 8 bolt pattern he says it's universal and they will fit what do you think? It's just a long drive o want to be sure.

There's no such thing as "universal". All I can say is that IF it DOES have 8 bolts, on 2 different circles, the only thing you know for sure is one of the patterns is 4 x 114mm for an Accord. I'm not sure I'd trust that the other pattern is 100mm. Although it seems likely that it would fit 2 different Hondas... rather than a Honda and a Chevy.

In a situation like this, I'd take a jack & tools to absolutely verify it fits, and have a backup plan to go somewhere and enjoy the trip in case you have to leave without buying them.
