1999 Honda Accord 2.3l oil seal blows out

Description:
The oil seal for the front balancer shaft popped out about 500 feet from the house. About 1/3 of the oil was lost in 1/2 minute.

There was no retainer bracket to hold the seal in. I could push the seal back in with slight resistance and pull it out again with my fingernails.

Bolt comes out easily using a screwdriver through a hole in the shaft to hold back.
