Default 1996 Accord 4cyl - overheats on highway.

Hi, Can someone please help with the following problem I have with my '96 Accord.
It has 230,000 miles and just recently I notice the temperature gauge moving beyond the midway point. It has never gone to red, but is not far off it. Here's the symptoms:
1.) It only happens in warm weather.
2.) It only happens on the highway when cruising along at around 70.
3.) The needle goes back down when I slow up.
4.) It never happens during town driving.
5.) It doesn't happen if left idling.
6.) Both fans kick on and stay on when the overheating starts.
7.) Sometimes the fan stays on even after the engine is turned off.

I was thinking it may be a fauly thermostat, but if that was the case then surely it would overheat all the time.
The radiator was flush when the timing belt was replaced at around 210,000.[&o]

Any help is greatly appreciated.

1... make sure you got planty of coolant
2....pressure test radiator cap, if it does not hod pressure replace it
3....radiator could be plugged ( partially plugged ) remove the cap, and look at the fins if plugged or partially plugged take to radiator shop ...or replace radiator
4... have a shop chk for a blown head gasket ,, ( leakage test )
