For a beginner I'd start with the simple bolt ons. Cold air intake, cat-back exhaust, some performance plugs, wires and coil. It really depends on your budget and your skills with a wrench.

I don't know if you could get that much hp out of your engine without turbo kit for 4 grand, unless you are doing all the labor yourself even then the cost still are pretty high, top of the line parts aren't cheap, cheap parts might not give you the hp even though they said it would, they're just lieing so they could sell parts.

All that might give you like 10+ hp. Get a very good header might cost $800 or so could gain up to 20hp i heard. Get some head work, regrind the cam or new cam, 3-5 angle valve job will help.

Making 300hp can be done with a f22a engine but kinda hard. You can snag 250 with your budget and add a 50shot to bump you in your 300hp range.
Get a h23 intake manifold with TB It's bolts right up and a very good intake manifold. Also get the manifold ported.
Bisimoto has the best header for the F series engines. Runs about 600-800 bucks but well worth it. 26hp untuned and more when you get a good tune.
A chip is no good unless you are buying a chipped ECU with crome or hondata or some tuning software. The "performance chips" you can buy are worthless.
Get head work done...as a 3 angle valve job.
A bisimoto cam shaft with new valves retainers ect...
Bisimoto high compression pistons also with a good set of connecting rods.
Wet nitrous kit
Cold air intake
FULL exhaust from bisi header back with your choice of muffler.
A GOOD dyno tune

with all that you will be in or even over the 300hp range with your budget.

okay bisimoto says right in the discreption of the ceramic coated header for $999 it only makes 17 whp....sorry I have seen this magical 20+whp header myth around and I had to kill it.
