Default Engine swap

Can I swap a 2003 honda civic lx 1.7 non vtec with a 2002 honda accord 2.3 vtec

For enough money you can do anything; if you're asking will the swap be a direct bolt in? No. The fact is the D17A1 in the Civic is a completely different engine than then F23A1 from a 2002 Accord.

What other kind of motor could I swap the 2003 civic with?

If you want a bolt in and electronic plug in replacement, then you are pretty much limited to the D17A1; I have heard through the grapevine if you find a wrecked 2001-2005 Civic EX, you can buy the D17A2 motor, intake, exhaust, wiring harnesses, and ECU, however, that seems like a whole lot of work for 12 additional horse power and 4 additional pound-feet of torque.
