Default Fixing a no compression cylindar

I have a 2001 Accord ex f23a1. If I have no compression In cylinder 4 would I be ok to just replace the cylinder head or could it be in the lower half? I haventbegan anything yet, I am trying to find my best angle of attack. Any ideas are greatly appreciated. Thank you.

It could just as easily be the bottom end, the top end, or both ends. There are lots and LOTS of good condition F23A1s in bone yards all over the country, it will cost you a lot less and take less time to boot to simply buy one and pop it in your car.
