Default Idle haninging when shifting?

So ive heard of this happening in couple of models, where when your shifting a manual trans, the idle will stay or jump up a little, instead of shooting back down. Ive heard that its due to lev conditions where it saves on emmissions to keep the engine reved instead of dropping down. Ive also heard of the clutch switch going bad causing this problem, which in return your cruise control will not work. So my switches are all good, and my iac is clean, its not a huge issue just curious if anyone has nailed down what really causes this?

It's not the clutch switch. If it were, and the cruise-control was still active, the revs would REALLY jump. Just try shifting without lifting your accelerator foot at all.

Sticky IACV is one possibility, along with incorrect base-idle setting. But without knowing firsthand how severe it really is, I'll just say that it might be normal.
