Default No bottom end 95 F22b2

Hey guys. My friend has a non-vtec 95 and we've been trying to figure out what has been going on with his car. We have a code 3 on the CEL for the MAP sensor. The symtoms are no low end particularly from 1100-1600 RPM it'll sputter out and above that it runs to the red line like a champ. So other than having to run the car like we're racing it everywhere it's ok. So I did some troubleshooting on the wiring harness and the MAP sensor.

On the reference wire and the signal wire with the car off i get the OEM spec voltage. With the connector on the MAP sensor and the car running I'm getting between .8-1.5 Volts with idle to open throttle. I tried a MAP sensor from my car that I know is fine on his car and i get the same readings. I was thinking maybe the throttle body might be gunked up and not giving the right amount of vacuum to the MAP sensor, giving the car has 210,000 miles on it. Anyone have any other ideas what might be wrong?? Thanks in advance.

My car (99 Accord) had a bad fuel pressure regulator, and was sluggish in the lower rpm but ok otherwise. Did not throw any codes for that.
How's the maintenance as far as spark plugs, base timing, etc.?
