01 civic ex suddenly died..good spark

I'm helping a friend fix his 01 ex which died quite suddenly. I didn't hear the fuel pump prime so I sprayed starter fluid in the TB, but it didn't even sputter. It doesn't have any form of combustion...It just cranks. I pulled spark plug #1 and saw it still has a very visible spark. I then pulled the upper timing cover and saw that a handful of teeth had been burned off the timing belt. I have just replaced his belt, following the Mitchell guidelines to the letter, and it still does the exact same thing. I check all the fuses and they all appear good. I don't hear the fuel pump prime, so I'm thinking it's a fuel delivery issue, but wouldn't it have at least sputtered when I sprayed ether into it?
Any help would be appreciated.

Visually inspect the lower timing belt cover to see if it is being cut through by the crankshaft pulley. If the crankshaft pulley wobbles, it may cut into the lower timing belt cover and eventually into the timing belt.
