1988 Accord.. mystery lever.

I'm not sure what this lever does on my 1988 Accord lxi. The steering doesn't tilt, and I can't figure it out.

That Should let the steering wheel tilt up/down.
If I remember correctly, you pull it out a little then down to release the lock.
It is a 'cam' action mechanisim that might be out of adjustment.
