1988 Honda Choke

Unhappy 1988 Honda Choke

I have a 1988 Honda accord 4 cyl. Why is it that when i go to start car when cold the choke does not engage? I have to hold throttle at 2k rpm for a few min before choke starts to work.. and even then sometimes it acts funny like its running super rich and will not run smooth when warming up. all hoses ae good and no leaks. is there something easy to replace to fix the choke to work right or am i screwed?
in the spring and Summer car runs fine on start up. but now that it is winter and 0 out if i go out and get in car to start pump it few times and go to start car will start up go to idle about 1500 then bogs down to around 800 rpm and really runs rich like it is choking out or something. but if i hold rpm to around 2k for few min it will begin to choke and idle up for warm up but wont idle down till it is warmed up and i hit the throttle to throttle it down.

thanks for any help as its terrible to deal with in winter..
I hope someone knows what to do?

After you push the gas pedal down when cold does the choke close. After it starts how far does the choke open? It should be around a 1/4”.
