Default 1991 Accord Left Turn Signal

Hello. I have a 91 Accord with a slightly weird problem with the left and only the left turn signal (front and rear). The hazards will light up all the turn signals and they all flash but when I use the switch to turn right they work fine but when I click it left then I get nothing. But new development is that the front left will NOT flash when the hazards are on. I have double checked and triple checked all the fuses which are all good, and I have changed all the bulbs. I have switched out the relay and the column switch itself. Here is the weird parts. As I checked the voltage, on the left front is only 5.5 volts where as I know I should have 12 volts. What's the next part I need to consider replacing? Jelp me out if you can. Would be awesome to get this done and working again. Thank you in advance!
